Merl Hackbart, Ph.D., is a Professor of Finance and Public Administration at the University of Kentucky . He has previously served as State Budget Director for Kentucky , as a Senior Policy Advisor to the Governor of Kentucky and on the Kentucky Council on Postsecondary Education. He currently serves on the Kentucky Consensus Revenue Forecasting Group, is a member of a GAO Intergovernmental Issues Panel and is a Senior Fellow at the Council of State Governments. He has held various administrative positions at the University of Kentucky including Special Assistant to the Chancellor and Director of the Martin School of Public Policy and Administration. His research has focused on state financial management issues including state budgeting, debt management, transportation finance and state investment policies.
